摘　　要：在新型城镇化背景下,我国城市规划面临重编制,轻管理;重技术,难整合;重理论,难落地的发展困境,亟需科学的、高水平的、管用的城市建设管控方法。本项目基于"整体性"关键理论,通过统筹规划、建设、管理,形成"全要素、全过程"的城市设计整体性管理实施方法,主要创建了城市设计整体性理论框架、城市设计整体性管理实施方法体系,在管理机制、管理方法与实施方法上实现创新,推进了城市设计有效实施。项目成果指导多项城市建设决策,获得众多奖项,得到了广泛运用。Under the background of new-type urbanization,China's urban planning is faced with the development dilemma which emphasizes on compilation,technology and theory but despises management,integration and implementation.So China calls for scientific,high-level and effective methods of urban construction management and control.This project based on the key theory of"holistic approach",through overall planning for urban plan,construction and management,form"all elements,all processes" integrity management and implementation method of urban design. The project mainly to create the theoreticalframework of integrity of urban design, method system of urban design integral management, and realize innovation on themanagement mechanism, management method and implementation methods, promote the effective implementation of urbandesign. The project results have been widely used to guide a number of urban construction decisions and have won numerousawards.
