摘　　要：对国内外规划实施评估理论的梳理,以昆山中心城区核心区为对象,将控规实施评估分为个案评估和系统评估两种类型。明确了控规评估主要包括强制性、经济性、完整性、适用性和程序性内容,可采用定性和定量相结合的评估方法 .梳理了控规评估的组织、咨询、上报程序,将控规维护分为控规调整、控规修改和控规修编三种类型,并分别对各类型的内涵、程序进行界定。Combing the domestic and foreign theories of implementation evaluation of regulatory planning,taking Kunshan City as the object,implementation evaluation of regulatory planning can be divided into two types:case evaluation and system evaluation.Implementation evaluation of regulatory planning mainly includes mandatory,economic,integrity,applicability and procedural content,which can combine with the qualitative and quantitative evaluation methods.By reviewing the organization,consultation and reporting procedures of regulatory planning,this paper classifies regulatory planning maintenance into three types:adjustment of regulatory planning,modification of regulatory planning and regulatory planning newly organized,and defines the connotation and procedures of each type respectively.
