摘　　要：文章根据《企业安全文化建设导则》,结合创建安全文化示范企业工作实际,从理论研究到示范创建、从普及推广到创新创造进行系统的思考和实践,提出了从顶层设计、教育培训、安全规章制度和环境氛围“软硬两手抓”等方面开展安全文化建设。According to the"Guidelines for the Enterprise Safety Culture Construction",combined with the practical work of establishing safety culture demonstration enterprises,this paper systematically considers and practices from theoretical research to demonstration creation,from popularization to innovation creation,put forward the construction of safety culture from the top-level design,education and training,safety rules and regulations and environmental atmosphere"such as"soft and hard grasp".,etc,to carry out the construction of safety culture.
