摘 要:“小官大贪”现象发生在群众身边,离群众最近,已经严重影响到了党的执政基础和社会形象。“小官大贪”虽官职不高但涉案金额动辄上亿,往往是所在单位“一把手”或者直接负责人,主要集中在权力和资金密集的领域。“小官大贪”现象的治理成效是人民群众判断评价反腐败斗争成效的重要依据。要下重拳出击,严惩严治“小官大贪”,应通过筑牢思想道德防线、规范权力运行体系、增大腐败成本、强化基层干部风险意识等措施,让行使公共权力的人习惯在监督下工作、习惯于依纪依法依规办事,进而形成“不敢腐、不想腐、不能腐”的长效工作机制。Serious corruption by minor officials occurs in the vicinity of the masses,close to them,seriously compromising the ruling foundation and social image of the Party.Such officials,usually the top leader of the organization the personnel directly in charge,occupying some low ranks but positions major power and intensive funds,obtain material wealth equivalent to over 100 million Yuan.The measurement by the masses all of the effectiveness of anti-corruption efforts is in the effectiveness of the treatment of such phenomena.For them to be effectively curbed,the ideological and moral defense is to be enhanced,power operation mechanism to be regulated,the cost for corruption to be raised,the risk awareness of bottom level cadres to be enhanced so that they can get accustomed to working under supervision,behaving as regulated by laws and regulations,the long-term working mechanism of“not daring to corrupt,unwilling to corrupt,and unable to corrupt”to be formulated.
