摘 要:为解决滨海工业带在水污染应急处置能力方面的欠缺和不足,实现突发水污染事故的有效防范和高效处置,保障生活、生产和生态用水安全,对当前滨海工业带突发水污染事故的特点、原因和存在的问题进行了分析研究,对在滨海工业带构建应急防控管理体系,提升水污染应急处置能力的重要性进行了阐述。以天津滨海新区为例,在对滨海新区当前风险防控管理现状和存在的问题进行调查分析的基础上,提出了从应急管理、应急预警决策、应急响应、应急处置和应急能力保障等5个方面构建突发水污染事故应急防控管理体系的设想。突发水污染事故应急防控管理体系的建成,将实现事前-事中-事后的全过程防控,最大限度地保障滨海新区水生态的环境安全,并能为国内其他工业园区突发水污染事故防控管理提供借鉴与参考。To improve emergency management of water pollution,achieve effective prevention and treatment for water pollution accidents and ensure the water security of living,production and ecology in Binhai Industrial Zone,Tianjin,we analyzed the characteristics,reasons and problems of water pollution emergency in Binhai Industrial Zone.Also,this paper highlighted the importance of establishing the emergency prevention and control management system and improved the water pollution emergency treatment ability.The current situation and existing problems of water pollution emergency management in Binhai New District of Tianjin City were investigated and analyzed.Then,we proposed ideas for establishing the emergency prevention and control management system of water pollutions from five aspects including emergency management,emergency early warning and decision-making,emergency response,emergency treatment and emergency support.The system could realize the prevention and control of whole process in pre-event,in-event and after-event,ensuring the security of water ecological environment in Binhai New District of Tianjin City to the greatest extent.This paper can provide reference for other industrial parks.
