Research on the Development of Agricultural Mutual Insurance in Guangxi

摘　　要：解决“三农”问题始终是我国实现高质量发展的重要环节。广西作为农业大省区,亟待引入农业相互保险制度以便推动“三农”问题的解决。本文借鉴我国黑龙江省及法国、日本农业相互保险公司的成熟发展经验,结合我国传统合作社基本特征及美国新一代合作社(NGC)制度的创新经验,基于我国国情及广西农业发展特色,创新政策性农业保险的经营模式。从公司组织结构与性质界定、社员认定方案、运行机制、再保险与巨灾保险体系构建四方面,设计了具有广西特色的农业相互保险公司制度。同时在健全相关法律、加强农民、政府、保险公司的三方良性互动方面提出了相关政策建议。To solve the problem of agriculture,rural areas and farmers is always an important link to achieve high-quality development in China.As a big agricultural province,Guangxi needs to introduce the agricultural mutual insurance system to promote the solution of the problem of agriculture,rural areas and farmers.Based on the mature development experience of mutual agricultural insurance companies in Heilongjiang Province,France and Japan,combining the basic characteristics of traditional cooperatives in China with the innovation experience of the new generation cooperative(NGC)system in the United States,and in considering basic national conditions of China and the characteristics of agricultural development in Guangxi,this paper tries to proposed an the innovated operation mode of policy oriented agricultural insurance.The system of mutual agricultural insurance company with Guangxi characteristics is designed from four aspects:the definition of organizational structure and nature of the company,the scheme of identifying members,the operation mechanism,the construction of reinsurance and catastrophe insurance system.At the same time,it puts forward relevant policy suggestions in the aspects of improving relevant laws,strengthening the benign interaction among farmers,government and insurance companies.
