摘　　要：在全面建成、巩固小康社会和开启社会主义现代化建设的新征程,全面"发挥国家发展规划的战略导向作用"和"实施区域协调发展战略"具有十分重要的紧迫性。在探究国内外区域规划内涵、类型及其存在问题和原因的基础上,针对中国没有建立起统一开放的区域规划体系的迫切问题,依据中国区域规划发展的实践,按照区域规划的功能属性和空间尺度的不同,系统梳理和界定了中国区域规划体系的内涵、类型和功能,提出建立具有中国特色的区域规划分类体系,建议亟待全面形成不同空间尺度的多层次、多类型的科学分工、互为支撑、互为补充、统一开放和协同有力的区域规划体系,全面耦合不同空间尺度的多层次、多类型的各级各类区域规划体系的时空范围、目标、任务、措施和政策,以便形成具有中国特色的全面有机协调统一的区域规划体系实施的强大合力。It is of great urgency to comprehensively build and consolidate a well-off society and open a new journey of socialist modernization,comprehensively"playing the strategic guiding role of national development planning"and"implementing a regional coordinated development strategy."On the basis of exploring the connotation,types and existing problems and causes of regional planning at home and abroad,aiming at the urgent problem that China has not established a unified and open regional planning system,according to the practice of China’s regional planning development,and according to the different functional attributes and spatial scales of Regional Planning,this paper systematically combs and defines the connotation,types and functions of China’s regional planning system.In order to establish a regional planning classification system with Chinese characteristics,It is suggested that it is urgent to form a multi-level and multi-type scientific division of labor with different spatial scales,mutual support,complementarity,unified openness and strong regional planning system,and fully coupling the spatial and temporal scope,objectives,tasks,measures and policies of multi-level and multi-type regional planning systems at different levels in different spatial scales,in order to form a strong synergy for the implementation of a comprehensive and organically coordinated regional planning system with Chinese characteristics.
