建设项目竣工环保自主验收存在的问题及对策

摘　　要：2017年,随着新《建设项目竣工环境保护验收暂行办法》的实施,对建设项目竣工环境保护验收工作提出了新要求,验收主体由环境保护行政主管部门变更为建设单位,验收程序等也发生了变化,建设单位在开展自主验收过程初期,出现弄虚作假、环保主体责任落实不到位等情况。本文论述新形势下自主验收面临的问题,提出相应的解决对策,以期为建设项目竣工环境保护验收工作提供参考依据。In 2017,as the new“interim measures for the acceptance of the environmental protection project”the implementation of the construction project completion environmental protection acceptance of work put forward new requirements,by the administrative department of environmental protection acceptance subject to change for the construction unit,acceptance procedures have also changed,such as the construction unit at the beginning of the conducting independent acceptance process,appear fraud,environmental responsibility implementation does not reach the designated position,and so on and so forth.This paper discusses the problems faced by the independent acceptance under the new situation,and puts forward the corresponding solutions,in order to provide reference for the environmental protection acceptance of construction projects.
