浅述农药生产企业环境管理工作中的探索与实践

摘　　要：本研究分析了南京市农药生产企业环保核查工作的开展情况,核查内容涵盖环评和"三同时"制度执行情况、排污许可证制度执行情况、主要污染物和特征污染物达标排放情况等,梳理了南京市农药生产企业存在的环境问题。总结了典型企业的核查成效,提高了企业环境保护意识、提升了污染治理能力、规范了企业环境管理。在此基础上,从敦促企业持续整改、加强行业环保执法监管、强化企业主体责任落实方面,对农药生产企业的环境监管工作提出了建议。This study analyzes the implementation of environmental protection verification in pesticide manufactures in Nanjing,including the implementation of environmental assessment and“three simultaneities”system,the implementation of emission permit system,the discharge of main pollutants and characteristic pollutants up to standard,and reviews the existing environmental problems.We summarize the verification results of typical enterprises,improve the awareness of environmental protection,enhance the ability of pollution control,and standardize the environmental management of enterprises.On this basis,suggestions were proposed out for the environmental management of pesticide manufactures,including urging enterprises to make continuous rectification,strengthening the supervision and strengthening the implementation of the main responsibility of enterprises.
