社区居家养老服务建设中低成本运营的实现思路

摘　　要：文章分析了我国社区居家养老服务的内涵及重要作用,提出在我国多层次养老服务体系中,社区居家养老不但经济可行,而且能实现可持续发展。针对如何依托社区,充分利用社会有限资源以降低居家养老服务的成本,文章借鉴国内外成功经验,提出可通过搭建虚拟养老院、依托社区组织机构提供"社区照顾"、重视非正式照顾者的作用、鼓励社区互助养老、对老人居所进行适老化设施改造以及体康养护结合防"未病"、积极引入社会资本等七个方面的可行途径,为积极应对老龄化社会提供政策建议与参考。This paper analyzes the connotation and important role of the community home pension service in China.It is pointed out that in the multi-level pension service system of our country,it is not only economically feasible,but also sustainable development can be realized.In view of how to rely on the community and make full use of the limited resources of the society to reduce the cost of providing for the aged at home,based on the successful experience,this paper puts forward that the virtual nursing home can be set up through the rational use of information technology such as"Internet",relying on the community organization to provide"community care",and attaching importance to the role of informal caregivers,encouraging the community to support the aged,reforming the aging facilities of the old people's residence,and combining the health care with the prevention of diseases,etc.in order to provide policy suggestions and references for the active response to the aging society.
