城市社区公共服务的发展历程与变迁逻辑

摘　　要：认为三十多年来我国社区公共服务历经了"民政倡导、自主化供给","部门联合、产业化推进","‘三社联动'、社会化发展"三个阶段。回顾过往历程,认为社区公共服务的变迁体现了以下三重逻辑:服务主体从单一分散向多元合作转变,服务理念从福利救济向赋权增能转变,服务方式从碎片化与行政化向整体化与社会化转变。认为在三重逻辑的引领下,社区公共服务的本土实践会促进中国特色社区治理的完善、公共精神的塑造和政治民主的发展,而这本身就是我国社会治理路径的探索过程。Over the past 30 years,community public service has gone through three stages:"advocacy of civil affairs,independent supply;departments coalition,promotion of industrialization;three-parts-in-collaboration,socialized development".Looking back on the past,the changes of community public service embodies the following three logics:the change of service subject from single decentralization to multi-subject cooperation,the change of service concept from welfare relief to empowerment,the change of service mode from fragmentation and administration to integration and socialization.Under the guidance of triple logic,the local practice of community public service will promote the improvement of community governance,the shaping of public spirit and the development of political democracy with Chinese characteristics.This in itself is the process of exploring the path of social governance in China.
