摘 要:我国西部地区的生态环境十分脆弱,并且环境污染的跨区域转移给西部地区的环境治理带来了挑战。缺乏多元主体互动的传统管制性环境治理模式在西部地区环境治理中有较大局限,静态法律规则下的单向管控之治难以适应动态社会的发展,使传统管制性环境治理模式在西部地区难以达到预期。通过对环境公共治理的理论分析,从自上而下的国家政策与自下而上的公众参与两方面入手,提出环境公共治理在我国西部地区的运行模式。The ecological environment in the western region of China is very fragile,and the trans-regional transfer of environmental pollution has brought challenges to the environmental management in the western region.In addition,the traditional regulatory environmental governance model,which lacks multi-subject interaction,has great limitations in environmental governance in the western region.The one-way control under static legal rules is difficult to adapt to the development of a dynamic society,making it difficult for the traditional regulatory environmental governance model to meet expectations in the western region.Through the theoretical analysis of environmental public governance,starting with the top-down national policies and the bottom-up public participation,this paper put forward the operation mode of environmental public governance in western China.
