摘　　要：国有文化资产管理体制构建与文化大部制改革是深化文化体制改革的核心议题,也是解决改革中诸多沉疴痼疾的重要路径和方式。在新时代背景下,全面深化文化体制改革需要推进国有文化资产管理体制与文化大部制的独立建构与协同创新。二者的系统创新要在党政协同的基础上,以整体性治理和合署并管为理念基础,分别构建以"资产"监管为中心的国家文化资产管理体制和以"业务"指导为原则的文化大部制,同时基于"资产"和"业务"主体的同一性,建立协同关系。The construction of the state-owned cultural assets management system and the reform of culture ministry system are the core issues of deepening the reform of the cultural system,as well as the important paths and ways to solve the many chronic problems in the reform.Under the background of new era,deepening the reform of cultural system in an all-round way requires promoting the independent construction and collaborative innovation of the state-owned cultural asset management system and the culture ministry system.The systematic innovation of the two should be based on the coordination of the party and government,and the idea of holistic governance and joint administration,and build a state-owned cultural asset management system centered on"asset"supervision and a culture ministry system based on"business"guidance.At the same time,it establishs a collaborative relationship based on the identity of"asset"and"business"subjects.
