摘 要:价值取向是引导高校教学评估工作的基本价值立场,对于评估实践的有效开展具有重要的导向作用。改革开放以来,我国高校教学评估的价值取向变迁表现为:从甄选评优,管控学校走向服务学校,促进发展;从注重社会效用向关注学生发展的转变;从注重量化的外在条件的评估转变为重视资源的有效利用和主体性的发挥,表现出内部价值与外部价值的兼顾、工具理性与价值理性的结合、单一价值到多元价值的融合等特征。高校教学评估应在社会价值、教育价值和个体价值等三个方面达到统一,以学生发展为中心,从评校转向"评学"和"评生",关注社会需求,多元主体共治,尊重高校办学自主权,从"指挥棒"变为"显示器",注重质量持续改进,从质量保障到提质增效。The value orientation is the basic value position to guide the teaching evaluation in Colleges and universities, which plays an important role in the effective development of evaluation practice. Since the reform and opening up, the value orientation of teaching evaluation in Colleges and universities in China has changed as follows: from selecting and evaluating the best, managing and controlling the schools to serving the schools and promoting the development;from paying attention to the social utility to the development of the students;from paying attention to the evaluation of the quantitative external conditions to paying attention to the effective use of the resources and the exertion of the subjectivity, showing the consideration of the internal value and the external value.It is characterized by the combination of rationality and value rationality, and the combination of single value and multiple value.Teaching evaluation in Colleges and universities should be unified in three aspects: social value, educational value and individual value. It should focus on the development of students, turn from evaluation of colleges to "evaluation of learning" and "evaluation of students", focus on social needs, co-governance of multiple subjects, respect for the autonomy of Colleges and universities, change from "baton" to "display", focus on continuous improvement of quality, from quality assurance to improvement of quality and efficiency.
