摘　　要：第三方评估在政府绩效、公共政策以及社会组织等评估中都发挥了积极作用,特别是在精准扶贫中扮演着重要的角色。通过查阅文献,按照过程要素梳理可发现,学界对精准扶贫第三方评估制度设计的研讨集中在理念前提、存在价值和理论依据等方面;在精准扶贫第三方评估制度执行与制度反馈的研究中,执行层面体现在基本流程、影响因素和现实问题上,反馈层面则侧重对当前扶贫问题的具体解决路径。从研究进度看,目前处于初始阶段,尚存在一些不足之处,需要在加强精准扶贫第三方评估主体与政府间的互动监督以及对精准扶贫第三方评估推进困境研究等方面补齐短板。Third party evaluation plays an active role in government performance,public policies and social organizations,especially in targeted poverty alleviation.Through literature review and combing according to the process elements,it can be found that the academic research on the design of the third-party evaluation system for targeted poverty alleviation focuses on the concept premise,existence value and theoretical basis;in the research on the implementation and system feedback of the third-party evaluation system for targeted poverty alleviation,the implementation level is reflected in the basic process,influencing factors and practical problems,while the feedback level focuses on the basic process,influencing factors and practical problems Specific solutions to the current poverty alleviation problems.In addition,from the perspective of research progress,it is still in the initial stage,and there are still some shortcomings.It is necessary to strengthen the interactive supervision between the third-party assessment subject of targeted poverty alleviation and the government,as well as to make up for the shortcomings in the study of the difficulties of the third-party assessment of targeted poverty alleviation.
