摘　　要：近年来,中央1号文件多次强调要加快推进农村社区公共服务体系建设,尽快提升农村基层服务水平,各地政府开始有针对性地出台相关政策和工作方案,推动实施农村服务设施建设。受经济社会、自然地理环境等条件制约,各地政府在实施这项工作的过程中,其操作方式和建设标准也存在着一定的差异性。以湖南永州蓝山县农村服务平台建设为例,通过综合分析地形、居民点分布、交通和民族等主要影响因素,提出明确的设计和建设思路,以期为我国山地丘陵地区农村社区服务设施建设工程的有序实施提供参考。In recent years,the need to accelerate the construction of the public service system for rural communities and to improve the level of rural grassroots service as soon as possible is repeatedly stressed in No.1 Central Document.Therefore,relevant policies and work plans in targeted ways are introduced by local governments to promote the construction of rural service facilities.Subject to the constraints of economic society,natural geographical environment,etc.,in the process of local governments implementing this work,certain differences in their operation methods and construction standards can still be seen.Taking as an example the construction of rural service platform in Lanshan County,Yongzhou City,Hunan Province,through comprehensive analysis of such main influencing factorsas terrain,residential area distribution,transportation and ethnicity,a clear design and construction idea is proposed,which can provide an orderly implementation reference for better constructing rural community service facility of mountainous hilly area in China.
