基本医疗服务公共财政投入的精准性保障研究

摘　　要：随着新医改进入改革深水区,基本医疗服务财政投入需要实现从"扩大投入"向"有效投入"转变。目前的研究集中于对部分地区财政投入状况进行实证研究以及实现基本医疗服务的均等化。从更宏观的层面出发,利用国家统计局公布的数据分析近30年来财政投入的变化趋势,结合近5年各医疗机构病人药费的分析,可以发现财政投入的增长对于解决"看病贵"问题的有效程度仍然有限。财政投入的有效性不足主要源于配套制度的缺失,需要从明确法律规制、划分各级政府权责以及填补资金监管漏洞方面加以改进。The new medical reform has entered "the deep-water zone",and financial investment of basic medical care needs to be transformed from "enlarged investment" into "effective investment". Currently relevant research focus on the empirical study on the financial investment in some regions and how to realize the equalization of basic medical care. Viewed from a macroscopic level,we make use of the published data from the State Statistics Bureau to analyze the variation tendency of financial investment in recent 30 years,and in combination with the analysis of expenses for medicine in various medical institutions in recent 5 years,it is seen that the increase of financial investment is still not effective enough in its function to solve the problem of "expensive disease treatment". Insufficient effectiveness of financial investment mainly stems from the lack of supporting system,and it is necessary to improve this situation with clarified legal regulation,classified rights and liabilities of governments in various levels,and filling the financial supervision loopholes.
