摘 要:随着城市化进程的加速,城市洪涝灾害发生频率也随之提高,近年来,除传统工程措施外,非工程措施作为解决工程措施难解决的社会问题也逐步被各国关注,文章总结了国内外防洪工程措施与非工程措施,以哈尔滨市为例,梳理当地的防洪体系组成,以期为城市防洪工作提出依据。With the acceleration of urbanization,the frequency of urban flood disaster also increases.In recent years,in addition to traditional engineering measures,non-project measures as a solution to the engineering measures difficult to solve the social problems have been gradually concerned by various countries.This paper summarizes the domestic and foreign flood control engineering measures and non-project measures,taking Harbin City as an example,to organize the composition of local flood control system composition,so as to put forward the basis for the urban flood control works.
