不同动力主导下的苏州村域城镇化发展模式研究

摘　　要：2017年国家提出了“乡村振兴”的发展战略,突出表现了国家对于乡村地位的再定位与乡村价值的足够重视;村域城镇化作为一种调整村域产业结构、重构村域空间形态以及实现村域就地市民化的重要形式,也逐步成为实现“乡村振兴”的有效途径之一.基于此,笔者以苏州市为例,分析了其村域城镇化的总体发展过程;然后根据主导动力不同,划分出了工业主导型、农旅融合型以及电商带动型三种村域城镇化模式,并就三种模式分别通过案例进行实证研究,发现:工业主导型、农旅融合型以及电商带动型由于不同的参与主体作用,分别通过苏州乡镇工业、乡村旅游业以及以电商途径,推动第一产业向二、三产业的融合转变,带动和吸引本地及外来人口的就地非农化就创业,同时伴随着村域空间形态以及公共服务的提升,在村域内实现就地市民化.The 19th CPC National Congress put forward the development strategy of"rejuvenation of villages",highlighting the state's attaching great importance to the reorientation of rural status and the value of the countryside.As an important form of adjusting the industrial structure of the village,reconstructing the spatial form of the village and realizing the citizenization of the village in situ,the urbanization of the village has gradually become one of the effective ways to achieve"village rejuvenation".Based on this,this paper uses Suzhou as an example to analyze the overall development process of its urbanization of the village,divides the three urbanization models according to the different driving forces,including the industrial-oriented form,farmer integration form and e-commerce driven form,and conducts empirical research on the three models by cases.The study finds that because of the role of different participants in the three modes,the township industry in Suzhou,tourism in rural areas,and e-commerce were used to promote the transformation of the primary industry into the secondary and tertiary industries,and to stimulate and attract local and foreign populations on the spot.Non-agriculturalization starts with entrepreneurship.At the same time,along with the improvement of the village's spatial form and public services,the localization of local residents is realized within the village.
