摘　　要：森林资源在维护生态安全、提高林业碳汇、保持生态平衡中具有重要地位。我国森林资源总量不足、质量不高、分布不均、功能不强、管理机制不健全,森林资源的经济、社会、环境效益未充分开发利用,导致森林资源的总体状况难以满足维护国家生态安全的需要,森林资源可持续经营管理形势依然严峻。由于尚未推行可持续经营管理,我国森林改善环境的积极作用尚未充分发挥。因此,推进保护与开发并重的森林资源可持续经营管理,深入推进林业改革,因地制宜开发林木产品,充分发挥森林资源在经济、社会、环境方面的效益,不仅可以全面体现森林的生态调节、经济功能、精神文化价值,而且可以实现森林资源可持续发展。Forest resources play an important role in maintaining ecological security,improving forest carbon sink and maintaining ecological balance.In China,the total amount of forest resources is insufficient,the quality is not high,the distribution is uneven,the function is not strong,the management mechanism is not perfect,the economic,social and environmental benefits of forest resources are not fully developed and utilized,resulting in the overall situation of forest resources is still difficult to meet the needs of maintaining national ecological security,and the situation of sustainable management of forest resources is still grim.As the sustainable management has not been carried out,the positive role of forest in improving the environment in China has not been fully played.Therefore,to promote the sustainable management of forest resources with equal emphasis on protection and development,to further promote forestry reform,to develop forest products according to local conditions,and to give full play to the economic,social and environmental benefits of forest resources can not only fully reflect the ecological regulation,economic functions,spiritual and cultural values of forests,but also realize the sustainable development of forest resources.
