网络政治学视域下的中国公民政治参与

摘　　要：互联网作为新的传播载体,对公民选举、公共治理、地方民主等从内容形式和效力上产生新的影响。公民网络政治参与作为信息时代我国公民政治参与的新模式,通过网络问政、网络监督等来创新和丰富政治参与活动。本文以网络政治学视域作为切入点,探索公民网络政治参与出现的问题,总结出推进网络民主政治建设、加速网络虚拟设施建设、推动电子政府建设、完善网络法律法规等相关措施,关注网络虚拟社会管理,拓宽中国公民网络政治参与的渠道。As a new carrier of communication,the Internet has a new impact on the content,form and effectiveness of citizen election,public governance and local democracy.As a new mode of citizen’s political participation in the new information era,citizen’s online political participation innovates and enriches the political participation activities through network political inquiry and network supervision.Political horizon as the breakthrough point,through the network to explore the political participation of citizens network problems,promoting the construction of network democracy is summarized,quicken the construction of network virtual infrastructure,promote the construction of electronic government,improve the network of laws and regulations related measures,such as focus on network virtual community management,eventually to widen the channel of the network political participation of Chinese citizens.
