参与城乡医保统筹对农业流动人口长期迁移意愿的影响--基于倾向得分匹配法的分析

摘　　要：基于CMDS 2016数据,运用倾向得分匹配法实证分析参与城乡医保统筹对农业流动人口长期迁移意愿的影响及其组群差异。研究发现:参与城乡医保统筹对农业流动人口长期迁移意愿具有显著的促进作用,参与城乡医保统筹对农业流动人口长期迁移意愿的影响存在显著的年龄差异、受教育程度差异和区域差异。据此,提出采取循序渐进的方式以稳步推进城乡医保统筹工作,制定针对性强的政策以引导农业流动人口合理就医,加强基层医疗机构建设以推进城乡医疗资源均等化,以促进劳动力市场发育,从而实现包容性经济持续增长。Based on data of CMDS 2016,this paper uses the method of propensity score matching(PSM)to empirically analyze the influence of participation in the integrated plan of urban and rural health insurance on the long-term migration willingness of agricultural migrants and its group differences.The results show that participation in the the integrated plan of urban and rural health insurance plays a significant role in promoting the long-term migration willingness of agricultural migrants,and there are significant age differences,educational level differences and regional differences.Therefore,it is suggested to adopt a step-by-step approach to steadily promote the integrated plan of urban and rural health insurance,formulate specific policies to guide the agricultural migrants to seek medical care reasonably,strengthen the construction of grass-roots medical facilities to promote the equalization of urban and rural medical resources,thereby facilitating the development of the labor market and achieving the sustainable growth of inclusive economy.
