摘　　要：海洋交通运输业通过为其他产业活动提供人员和物资的空间位移服务来创造价值,是我国的基础战略性服务产业,它既是现代流通网络体系的重要组成部分,又是国家维护海权获取海洋权益的核心依托之一。海洋交通运输业发展状况关乎我国经济持续发展和海洋权益保障的大局,深入探讨21世纪以来中国海洋交通运输业发展动力机制,对于加快海洋交通运输业及海洋经济的发展、建设海洋强国,有重要的理论及实践意义。根据系统论思想及产业竞争优势理论,从生产要素、需求条件和发展环境三大维度选取指标构建海洋交通运输业增长动力模型,并对2000-2016年间全国及沿海各地海洋交通运输业发展动力机制进行实证研究。结果显示:进入21世纪以来,我国海洋交通运输业属于需求拉动型增长,整体上存在供给相对过剩问题。分地区来看,天津、河北和山东等环渤海区域相对均衡,而广东、江苏、福建等东南沿海各地过剩明显。面对全球经济持续低迷及不确定性因素持续增加的局面,我国海洋交通运输业应着力进行产业链整合、加强区域协调,淘汰落后产能,升级优化有效供给,以适应新形势对海洋交通运输业务的新要求,努力扩大市场需求,以实现海洋交通运输业的健康持续发展。The marine transportation industry is a basic strategic service industry by providing space transfer of passengers and goods for other industries.As an important part of the modern logistics network system,it is also a solid foundation for China to safeguard sea rights and obtain marine interests.Discussing the growth dynamic mechanism of China s marine transportation industry in depth has important theoretical and practical value for solving the current dilemma faced by it,accelerating the development of the ocean economy and building a sea power of China.According to Porter s Diamond Model and System Theory,several indicators are selected from the three dimensions of production factors,demand conditions and development environment to build an econometrical model to study the dynamic mechanism of the growth of the marine transportation industry from 2000 to 2016.And the results show that:the marine transportation industry appears a demand-driven growth with an overall oversupply,and this oversupply mainly exists in the south-eastern coastal regions such as Guangdong,Jiangsu,Fujian.To face the challenge of the continuous slowdown of the globe economy and the growing uncertainties,the marine transportation industry of China should integrate the industrial value chain,strengthen the regional coordination,shut down outdated production facilities,and upgrade and optimize effective supply.These efforts are necessary to feed the new requirement of the new era and expand the market demand to fulfill the healthy and sustainable development of the marine transportation industry.
