论湖南省划定生态保护红线的原则及实现

摘　　要：湖南省人民政府发布的《湖南省生态保护红线》明确了湖南生态红线划定的基本范围,但其落实还有待于进一步理清划定生态红线的基本原则及其贯彻问题。从国家划定生态红线的保护性目标出发,从央地红线协同关系出发,从明确湖南省生态保护红线的制度功能、效力位阶定位、红线协调的利益关系出发,湖南划定生态保护红线应遵循单线原则、协调性原则、均衡性原则、红线责任原则,并在管护生态保护红线时贯彻落实这些原则。The Hunan Provincial Government has issued the“Hunan Province Ecological Protection Red Line”to clarify the basic scope of Hunan's ecological red line delineation,but its implementation still needs to further clarify the basic principles of the ecological red line delineation and its implementation issues.Proceeding from the protective objectives of the national delineation of the ecological red line,from the collaborative relationship of the central and local red lines,and from the clear definition of the institutional functions,effectiveness and positioning,and benefit relationship of red line coordination of the ecological protection red line of Hunan Province,the delineation of the ecological protection red line in Hunan should follow the single-line principle,coordination principle,balance principle,red line responsibility principle,and implement these principles when managing the ecological protection red line.
