京津冀地区非首都功能转移承接能力评价

摘　　要：疏解非首都功能旨在解决两大难题:其一,北京人口增长过快,“大城市病”问题凸显;其二,区域发展差距悬殊,公共服务水平落差大。功能承接绝不是简单的“转移搬迁”,需要结合迁入地的发展条件和承载能力精准对接。基于灰色关联度分析、生态足迹和都市区功能算法,本文从经济社会、生态约束和优势功能等三个角度综合评估天津及河北省11个地级市的非首都功能转移承接能力,从而为京津冀地区疏解政策和具体措施的制定提供参考。研究结果表明:天津及河北各市承接能力差异较大,具体可分为均衡发展、经济制约、生态制约、相对滞后等四种类型。根据各市功能优势不同,建议天津承接高新技术、先进制造功能,石家庄、秦皇岛承接交通仓储、商务贸易功能,廊坊、保定承接加工制造、电子信息功能,唐山重点改善生态环境,其余各市着力培育支柱产业,发挥比较优势,积极推进区域协同发展。Easing non-capital functions aims to achieve two basic targets.For one thing,Beijing is facing with overwhelmingvelocity of population growth,and threats from metropolitan malaise.For another,there exists serious disparity on regional development and public service.Undertaking functions is not simply relocation,it requires precise fitting considering the developing conditions and undertaking abilities of ingoing areas.Based on grey relevant degree,ecological footprint and urban area function calculation,this paper comprehensively evaluates the easing and undertaking capability of non-capital functions in Tianjin and 11 prefecture-level cities of Hebei province from the perspectives of economy and society,ecological constrains,and relative advantaged functions,so that releasing policies could be made and measures could be taken according to the empirical results.Study shows that there exists huge difference in carrying capability among targeted cities,which could be divided into four categories:balance-developed cities,economical-constrained cities,ecological-constrained cities,and relatively under-developed cities.According to distinguished advantages,we suggest Tianjin to undertake high-tech and advanced manufacturing,Shijiazhuang and Qinhuangdao to undertake transport,warehousing and commerce functions,Langfang and Baoding to undertake IT and processing manufacturing.Tangshan should make efforts to improve environment,and the rest of cities may cultivate major industry,display comparison superiority,and promote regional coordinated development.
