摘 要:我国煤炭企业普遍存在产能过剩、环境污染严重、技术创新水平不高的问题,针对这些问题运用2012—2017年15个煤炭企业面板数据,应用基于柯布-道格拉斯生产函数的随机前沿分析(SFA)模型,实证分析了煤炭企业的技术效率,并检验了环保投入、研发投入对技术效率的影响。研究结果表明:1)煤炭企业的固定资产净值以及员工数量对企业的技术效率均有正向促进作用;2)增加企业的环保投入和研发资金投入都会促进企业技术效率的提升,且研发资金作用更为显著;3)2012—2017年间,我国煤炭企业技术效率水平呈现先下降后上升的趋势;4)我国煤炭企业技术效率水平普遍偏低,企业之间差距较大。根据实证分析结果提出相应的对策建议,为我国煤炭企业技术效率的提升提供一定的理论参考。Our coal companies generally have the problems of overcapacity,serious environmental pollution,and low level of technological innovation.To solve these problems,this paper uses panel data from 15 coal companies from 2012 to 2017 to the stochastic frontier analysis based on the Cobb-Douglas production function)Model,and empirical analysis of the technical efficiency of coal enterprises,then tests the impact of environmental protection investment,research and development investment on technical efficiency.The research results show that:(1)the net fixed asset value of coal companies and the number of employees have a positive effect on the technical efficiency of the company;(2)increasing the environmental protection investment and R&D investment of the company will promote the improvement of the company's technological efficiency,and the role of funding is more significant;(3)from 2012 to 2017,the technical efficiency level of China's coal enterprises showed a downward trend and then increased;(4)the technical efficiency level of China's coal enterprises was generally low,and the gap between enterprises was large.According to the results of the empirical analysis,corresponding countermeasures are proposed to provide a certain theoretical reference for the improvement of the technical efficiency of our coal enterprises.
