摘　　要：土遗址是较少受到公众关注的文化遗产类型,也是数十年来遗址保护的难点。"合理利用"是中国遗址保护几十年经验的总结,也是社会发展的必然,而建设遗址公园是重要的方式之一。改变理念是土遗址保护的关键所在,关于遗址公园的建设,我们需厘清建与不建、拆与不拆、定位是遗址还是公园这三个问题。建设遗址公园不再只是为了保护遗址,同时也传承优秀文化,满足公众的文化和休憩需求,应采纳"合理利用"的方式,同时"加强管理",达到宏观控制,兼顾惠及民众与价值呈现两个目的。在强化保护原则的前提下,部分土遗址如果能建成遗址公园,则是在满足科研、历史记忆功能之后一次重要的功能提升。Soil heritage sites are a type of cultural heritage that receives less public attention and has been one of the challenges in heritage sites protection over the past decades.Decades of experiences on heritage sites protection in China have concluded that"reasonable utilization"is a good practice and a certain choice of social development.Building heritage parks is one of the main forms of"reasonable utilization",the key to which is to change the mindset.The construction of heritage parks involves three important questions:whether or not a park should be built,whether or not the old parts should be demolished,and whether the new construction should be defined as a park or a heritage site.To build a heritage park is not only for preserving the site,but also for promoting traditional cultures and meeting people’s demand for recreation.Exercising"reasonable utilization"and"strengthened management",it attends to the public and helps realizing the heritage value.As long as the protection principles are carried out,to build the soil heritage sites into heritage parks will add a new layer of function beyond research and historical memory.
