基础研究与工业全要素生产率提升——任正非之问的实证检验

摘　　要：中国经济正处在转变发展方式、优化经济结构、转换增长动力的攻坚期,仅依靠加大应用研究投入难以突破前沿关键技术瓶颈。自中美经贸摩擦以来,任正非曾多次表达对中国缺乏基础科学领域的人才、成果和转化机制的担忧。本文利用1998-2017年中国省级面板数据,基于有限分布滞后模型,实证检验了基础研究和应用研究对工业TFP的影响。研究发现:短期内应用研究的资本存量对工业TFP的正向作用强于基础研究;长期内基础研究和应用研究对工业TFP的增进作用均强于短期,其中基础研究的长期效应更为突出;基础研究对工业TFP的长期贡献,一部分是通过技术积累作用于应用研究而实现的;基础研究对工业TFP的长期贡献,在东部地区最明显,其技术积累效应也最为突出。为推动工业高质量发展,中国应加强基础科学研究以推动自主型原始创新,通过扩大基础研究的投入规模、优化其投入模式和创新主体,为产业效率提升注入原动力。Chinese economy is facing a hard period,and it is difficult to break through the bottleneck of frontier key technology if only rely on increasing investment in application research.Since Sino-US Trade Friction,Ren Zhengfei has repeatedly expressed his concern about China’s lack of talents,achievements and transformation mechanism on basic research.This paper utilizes 1998-2017 Chinese panel data to analyze the effects of basic research and application research on industrial TFP,based on the limited distribution lag model.The results show,first of all,in the short term applied research has more significant positive effect on industrial TFP than basic research.Second,the effects of basic research and applied research on industrial TFP lag behind the invest time.And in the long term the effect of basic research on industrial TFP is much higher.Third,basic research would also indirectly promote industrial TFP through providing effective support for applied research.Finally,the long-term contribution of basic research to industrial TFP is most significant in the eastern region,and its technology accumulation effect is most prominent.In order to promote the high-quality development of industry,China should strengthen basic research to promote independent original innovation.We should also inject original power into the improvement of industrial efficiency by expanding the investment scale of basic research and optimizing its investment mode and innovation subject.
