摘 要:为了满足海内外汉语教学的迫切需求,两岸皆致力于发展国际汉语教育事业。其中,国际汉语教师能力与素质的提升一直备受关注。中国大陆在孔子学院总部的领导下,推出了《国际汉语教师证书》;中国台湾则在其教育主管部门专责国际及两岸教育事务的机构指导下,推出了“对外华语教学能力认证”。本文从发展历程、管理机构和制定参照标准、报考资格和条件、考试范围、考试内容和方式、资格证的应用和后续管理培训等方面,对两岸国际汉语教师资格认证制度进行了比较。我们发现两岸资格认证制度存在异同,各有优长,可相互借鉴,共促发展,并提出了建立一个完善的国际汉语教师资格认证制度的六点建议:采用非终身制资格认证、推行教师资格多级化认证制度、主观测试题和实践性知识考核的必要性、进行分科目成绩认定、设置面试环节以及加强持证教师后续管理和培训。In order to meet the increasing need of Chinese teaching for foreigners at home and abroad,both China's Mainland and Taiwan are committed to developing the Chinese teaching system.The improvement of the ability and quality of Chinese teachers has always attracted much attention.For this reason,the China's Mainland has launched the Certificate for Teachers of Chinese to Speakers of Other Languages under the authority of Confucius Institute Headquarters,and Taiwan has issued the Certificate of Proficiency for Teaching Chinese as a Second/Foreign Language accredited by Taiwan Ministry of Education.This study compares these two certificate systems from development history,administration and standardization,application requirements,examination content and method,benefits of the certificate,follow-up management and training,and other aspects.It concludes that there are similarities and differences between the cross-strait certificate systems,in which the two systems can learn from each other for further development.Therefore,this study proposes six suggestions,which are to adopt non-tenure system,to carry out multistep qualification,to increase the number of subjective questions and practical knowledge tests,to refine the examination into several independent subject tests,to add the interview part and to further enhance the follow-up management.
