典型围填海工程综合效益评估研究——以辽宁省葫芦岛船舶制造项目为例

摘　　要：采用层次分析法,选取海域使用经济效益、海域使用社会效益、海域空间资源利用、生态环境效益、管理措施落实情况等5类评价因子,对葫芦岛市典型填海项目进行海域使用综合效益评估,并根据评估结果提出项目优化及管理建议。结果表明,该工程综合效益评估结果为"好",项目用海产生了较好的经济效益,集约节约利用程度较高,项目产生的社会价值、生态环境效益一般,相关管理措施落实有待加强。该评估方法可为葫芦岛市海洋行政主管部门的海域使用管理与决策提供依据,对于提高科学配置海域资源的决策水平和投资效益具有参考价值。This paper adopts the analytic hierarchy process,selects five evaluation factors,such as economic benefit of sea area use,social benefit of sea area use,utilization of maritime space resources,ecological environmental benefit and implementation of management measures,to evaluate the comprehensive benefit of sea area use of typical reclamation projects in Huludao,and puts forward project optimization and management suggestions based on the evaluation results.The results show that the comprehensive benefit evaluation result of the project is“good”.The project produced better economic efficiency,the intensive and economical utilization degree is higher,the social value and the ecological environment benefit is ordinary,the related management measures need to be strengthened.This evaluation method can provide the basis for the sea area use management and decision-making of the administrative department of marine affairs of Huludao city.It is of great significance to improve the decision-making level and investment efficiency of scientific allocation of marine resources.
