摘　　要：绿色矿业发展示范区建设是矿业绿色发展的重要举措,《绿色矿业发展示范区建设方案》是示范区建设的行动纲要。编制《建设方案》是落实党中央和国务院重视矿业绿色发展精神的重要举措,提升绿色矿业发展示范区建设质量和水平的具体要求,推动绿色矿业发展示范区规范化管理的迫切需要。目前,全国已有多个市县编制了《绿色矿业发展示范区建设方案》,为编制工作提供了有益探索。但是部分建设方案中出现了建设范围不明确、建设主体定位不清、建设内容存在局限等问题,《建设方案》的相关内容亟待进一步厘清。《建设方案》的编制原则包括方案先行、生态保护、突出特色、部门联动四个方面。主要任务包括:统筹生态保护与经济发展,优化勘查开发布局;大力建设绿色矿山,促进矿产资源高效利用;树立绿色发展理念,推动矿业全链条绿色发展;创新政策机制,服务长效管理。The construction of the green mining development demonstration zone is an important measure for the green development of the mining industry.The“green mining development demonstration zone construction plan”is the action outline for the construction of the demonstration zone.The preparation of“Construction Plan”is an important measure to implement the Party Central Committee and the State Council s emphasis on the green development spirit of the mining,the specific requirements for improving the quality and level of green mining development demonstration zones,and the urgent need to promote the standardized construction of green mining development demonstration zones.At present,several cities and counties across the country have compiled the“Green Mining Development Demonstration Zone Construction Plan”,which provides useful exploration for the compilation work.However,some construction plans have problems such as unclear construction scope,unclear positioning of construction subjects,and limitations in construction content.The relevant contents of the“Construction Plan”need to be further clarified.The principle of preparation includes four aspects:program first,ecological priority,outstanding characteristics,and department linkage.The main tasks include that:to coordinate ecological protection and economic development,to optimize the layout of survey and development;vigorously build green mines and to promote the efficient use of mineral resources;to establish the concept of green development and to promote the green development of the entire mining chain;to innovate policy mechanisms and serve long-term management.
