摘　　要：笔者从司法鉴定"黄牛"的常见类型和特点入手,从司法鉴定委托、司法鉴定行业本身及司法鉴定监管三个方面分析司法鉴定"黄牛"产生的原因,并提出提高司法鉴定前信息服务的便捷性,建立公平有序的司法鉴定委托程序,调整司法鉴定机构布局及鉴定项目价格,加强对司法鉴定意见合理性的监督,增加对司法鉴定利益方的监管与处罚,利用网络手段为司法鉴定服务等治理对策。Starting with the general types and characteristics of forensic authentication of"Scalpers",this study analyzed the reasons for the emergence of scalpers of forensic authentication from three aspects:the forensic entrustment,the forensic industry itself and the forensic supervision.It is recommended to improve the convenience and effectiveness of information service before forensic authentication,establish a fair and orderly procedure of forensic entrustment,adjust the layout of forensic organs and the prices of forensic items,strengthen the supervision of the rationality of forensic expertise opinion,enhance the supervision and punishment to the interested parties in forensic authentication,improve the network construction,use modern means to serve the forensic authentication and other governance countermeasures.
