摘　　要：在国际生产者责任延伸制实施背景下,文章以生产者责任延伸制相关立法文件为研究对象,依据供应链治理理论和产品生命周期管理理论,对比分析德国、日本和美国的废旧电子产品回收模式,进而探讨国际生产者责任延伸制实施模式的特点。首先,文章阐述了生产者责任延伸制的内涵和外延,明确了生产者的含义并对生产者责任延伸理论进行了概述。其次,立足责任主体、实施手段和实施阶段三个维度,对生产者责任延伸和产品全程管理进行对比分析;同时,基于供应链治理理论视角,文章对比分析了政府主导型生产者责任延伸制模式和企业主导型产品全程管理模式;最后,在总结国际生产者责任延伸制实施模式特点的基础上,基于产品生命周期理论,给出我国完善生产者责任延伸制政策的相关建议。In the context of the implementation of international extended producer responsibility(EPR)system,this paper discusses the characteristics of the international EPR implementation mode according to the supply chain governance theory and product life cycle management theory based on the system analysis of recycling mode of waste electronic products in Germany,Japan and the United States.Firstly,this paper describes the connotation and extension of EPR,the meaning of producer and the theory of EPR.Secondly,based on the three dimensions of the subject of responsibility,the means of implementation and the stage of implementation,this paper makes a comparative analysis on the EPR and the product stewardship(PS).Thirdly,from the perspective of the theory of supply chain governance,this paper makes a comparative analysis on the government-dominated EPR mode and the enterprise-dominated PS mode;finally,based on the summary of the characteristics of the international EPR implementation mode with the theory of product life cycle management,this paper gives some suggestions on improving EPR policy in China.
