摘　　要：规划体系变革之际,对于城乡规划发展历程的回顾和总结不能只关注学科发展和中央政府要求,也需要兼顾城乡规划实践和地方政府诉求。利用公共财政的城乡规划投入和政府规划采购数据,对2008—2017年间中国城乡规划实践的特征和趋势进行了总结。结果表明:①公共财政的城乡规划需求波动增长,城乡规划事业将面临增速逐步放缓,但城乡规划事业在公共财政支出中的占比仍将进一步提高;②非法定规划、行动规划项目需求快速增长,城乡规划需进一步强化与公共治理模式的契合;③不同地区地方政府的财政能力和对于城乡规划的投入意愿差异明显,中央政府应在规划管理监督工作中予以重视;④空间是公共事务管理的基本维度,以空间统筹能力为核心的城乡规划在多个非规划建设部门仍大有作为。In the context of planning system reform,a retrospect of China's urban and rural planning is called for not only to advance the academic discipline and fulfilling central government requirements but also to improve planning practice and satisfy local government demands.By examining public expenditure and planning-related government procurement data from 2008 to 2017,we summarize the features and trends of China's urban and rural planning practices.The results show that:①The growth of public expenditure in urban and rural planning has been volatile and will gradually slow down.Nonetheless,the proportion of planning-related public expenditure will continually increase.②The demand for non-statutory planning and action planning projects has grown rapidly,indicating that the planning system needs to further adapt to China's public governance pattern.③The financial capacity and the willingness to spend in planning exercises by the local governments are vastly different,which should be taken into consideration in the planning supervision of the central government.④Space is the basic dimension to carry out public management,and urban and rural planning,with its core competitiveness in spatial coordination,will continually play significant roles in many non-planning and non-construction departments.
