公民为何参与公共服务的共同生产--基于社会治安服务的实证研究

摘　　要：党的十九届四中全会指出,加强和创新社会治理,有赖于建设人人有责、人人尽责、人人享有的社会治理共同体。而公民参与公共服务的共同生产,正是共建共治共享理念的生动体现。因此,本文尝试基于社会治安服务的场景,利用来自A市X区的调查数据实证性地探究影响公民参与共同生产的因素。研究发现,动机、能力和感知等三类因素对公民的共同生产投入具有显著影响。其中,动机因素提供了多维的行动激励,能力因素塑造了开放的行动空间,感知因素保证了适时的行动反馈。在下一步的共同生产实践中,应综合考量差异化的个体需求,努力降低乃至消除隐性门槛,着力优化共同生产过程中的个人体验,并平衡参与者的年龄和性别结构。The Fourth Plenary Session of the 19 th Central Committee of the CPC pointed out that strengthening and innovating social governance depends on building a community in which everyone has his duty,everyone takes his duty,and everyone gets benefits.In fact,citizens’participation in co-production of public services is a vivid manifestation of mutual building,co-governance and sharing.Therefore,based on the field of public security service,this article attempts to use the survey data from X District of A city to empirically explore the factors affecting citizens’participation in co-production.The findings show that motivation,ability and perception all have significant effects on citizens’co-production investment.Among them,the motivation factor provides multi-dimensional incentives,the ability factor shapes an open space,and the perception factor ensures timely feedback.In the next step of co-production practice,we should comprehensively consider differentiated individual needs,strive to reduce or even eliminate hidden threshold,focus on optimizing the personal experience within co-production process,and balance the age and gender structure of participants.
