摘　　要：[目的/意义]开放获取S计划自2018年提出以来,广受国内外关注。系统梳理开放获取S计划及修订版的产生背景、内容调整、带来的业界反馈与影响十分重要和紧迫。[方法/过程]运用文献调研法与内容分析法,在梳理开放获取大环境的基础上,进一步探讨开放获取S计划及修订版的背景、内容调整、新挑战及对我国相关行业的启示。[结果/结论]研究发现开放获取S计划将对期刊出版业、图书馆联盟、科研人员、小型学会出版商、数据安全产生一定的影响。[Purpose/significance]The plan S has attracted wide attention at home and abroad since 2018.It is essential and urgent to analyze the background,content and feedback of the plan S.[Method/process]This paper used the method of literature research and content analysis.Based on the analysis of the open access,it further explores the content,the challenge of the plan S and its enlightenment for China.[Result/conclusion]The plan S may have impact on the journal publishing,library alliance,scientific researchers,small association publishers and data security.
