摘　　要：生活垃圾是滋生病菌与传播病毒的重要途径,生活垃圾全程管控直接影响公共卫生安全与人居环境质量,城市小区生活垃圾分类处置是实现生活垃圾从"控源"到"断后"全程管控的关键。居民生活垃圾网格化管理以城市小区为基本单元,逐层细分网格成员主体责任并落实网格任务,推动生活垃圾源头分类的真正落地,实现垃圾"减量化、资源化、无害化",促进环境与城市生活的协调发展。特别是在非常态化疫情防控期间,多元主体联防联控机制有效衔接生活垃圾源头分类与投放、垃圾回收与运输、垃圾末端处理全过程,实现生活垃圾无漏洞、无死角、无盲区的全程管控,根治"垃圾围城"与二次污染问题,保障公共卫生安全,改善人居环境。Household waste is a major source of bacteria breeding and viruses spread.The wholeprocess management and control of household waste directly affects public health and the quality of human settlements.The classification and disposal of household waste in urban communities is the key to the complete control of household waste from"source control"to"final settlement".Grid management of household waste is based on urban communities,which involves subdividing the responsibilities of grid members and implementing grid tasks at different levels,so as to implement the source classification of household waste,achieve the reduction,recycling and bio-safety disposal of garbage,and promote the coordinated development of the environment and urban life.Especially during the non-normal period of epidemic prevention and control,the mechanism of multi-participant prevention and control effectively links the whole process of source classification,throwing,collection,transportation and end treatment of household waste,so as to realize the whole process of household waste control without loopholes,dead ends and blind areas,eradicate the problems of"garbage besieged city"and secondary pollution,ensure public health,and improve the living environment.
