环境规制对僵尸企业形成的影响研究

摘　　要：在坚持深化供给侧结构性改革的进程中,妥善清理现有僵尸企业及预防新僵尸企业的形成显得尤为重要。文章基于1998-2012年中国工业企业数据库和中国环境保护数据库的匹配数据,实证分析了环境规制对僵尸企业形成的影响。研究表明,环境规制强度的提升对僵尸企业的形成具有显著的"U"型影响效应,且这种影响因所有制类型、产业类型以及地区的不同而存在异质性;环境规制对僵尸企业形成的影响效应,更明显作用于国有企业、轻工业企业以及中西部地区企业。文章最后提出了政府应适度加大环境规制强度并坚持深化国有企业改革等建议。In the process of deepening the supply-side structural reform,it is particularly important to properly clean up existing zombie enterprises and prevent the formation of new zombie enterprises.Based on the matching data of China Industrial Enterprises Database and China Environment Protection Database from 1998 to 2012,this paper empirically analyzes the impact of environmental regulations on the formation of zombie enterprises.The research shows that the improvement of environmental regulation intensity has a significant U-type effect on the formation of zombie enterprises,and this effect is heterogeneous due to different ownership types,industrial types and regions.The influence of environmental regulations on the formation of new zombie enterprises is more obvious in state-owned enterprises,light industry enterprises and enterprises in the central and western regions.Therefore,the government should moderately increase the environmental regulation intensity,and continue to deepen the reform of state-owned enterprises.
