新时代城市精细化治理的逻辑重构:一个“技术赋能”的视角

摘　　要：城市精细化治理是新时代城市发展的"必选动作",对完善城市治理体系意义重大。在第四次工业革命时代,"技术赋能"是推动治理逻辑重构的"绣花针","技术治理+制度治理"建构起了一个城市精细化治理的融合性框架。通过H省L市"智慧城管"的案例分析,初步确证了"技术赋能"对新时代城市精细化治理具有决定性作用,但当前仍面临着资源统筹和信息共享、技术应用推广、信息化人才和技术治理悖论等方面的挑战。推进新时代城市精细化治理,亟需加强智慧城市建设制度设计,拓展互联共享信息数据资源,推广综合行政执法技术应用,健全综合行政执法配套体系。Urban refinement governance is a"must-have action"for urban development in the new era,and it is of great significance for improving the urban governance system.In the era of the fourth industrial revolution,"technology empowerment"is an"embroidery stitch"that promotes the restructuring of governance logic,and"technical governance+institutional governance"builds a cohesive framework for refined urban governance.Through the case analysis of"smart city management"in L city,H province,it has been preliminarily confirmed that"technology empowerment"has a decisive effect on the refined governance of cities in the new era,but it is still facing resource pooling and information sharing,technology application promotion,and information talents.And technical governance paradoxes.To promote the refined governance of cities in the new era,it is urgent to strengthen the design of smart city construction systems,expand the interconnected and shared information and data resources,promote the application of comprehensive administrative law enforcement technologies,and improve the comprehensive administrative law enforcement supporting system.
