人口城市化质量综合评价及其政策指向研究——以安徽省为例

摘　　要：人口城市化质量的含义是更美好生活,其系统构成是生活质量、人口素质与城市环境质量。以此为基础,通过构建相应指标体系,设定等级标准,对安徽省人口城市化质量进行了综合评价。结论是安徽省人口城市化质量处于中低等级,其原因是生活质量与城市环境质量不高,人口素质低是突出问题。政策建议是,增加教育投入,提高教育质量,提升人的素质;实施职业培训计划,提升人的专业素质,促进经济高质量发展,以奠定高质量生活的经济基础;增加公共产品供给,提升城市环境质量。The quality of population urbanization means’’a better life’’which includes the quality of life,the quality of population and urban environmental quality in system.Based on this conception,The paper designs the index system,sets standards of each index,and makes an empirical analysis using data in Anhui province.The conclusion is the quality of population urbanization in Anhui belongs to lower-middle rank due to the quality of life,of urban population and of urban environment being low.the low quality of population is a prominent problem.Suggestions are to improve education quality so as to promote human quality by increasing investment in education,to lay the economic foundation for a high quality life by implementing the vocational training plans to raise the ability of innovation and improve professional skills,to improve the quality of urban environment by increasing the supply of public goods and services.
