面向高价值专利培育需求的高校专利信息服务研究

摘　　要：[目的/意义]为高价值专利培育提供有针对性的专利信息服务。[方法/过程]从高价值专利的培育过程出发,分析在选题立项、研发创新、专利布局、专利申请、专利运营等阶段存在的专利信息服务需求,提供态势分析、数据支持、查新挖掘、评估转化、融合创新等服务,并针对培育主体进行专利意识培养及专利技能培训的服务。[结果/结论]从政策支持、意识培养、技能提高、团队建设等方面,提出基于高价值专利培育需求的信息服务对策。[Purpose/significance]The paper is to provide targeted patent information service for the cultivation of high-value patents.[Method/process]The paper starts from the cultivation process of high-value patents analyzes the patent information service needs existing in the stages of project selection research and innovation patent layout patent application patent operation etc.provides services such as situation analysis data support novelty retrieval evaluation and transformation integration and innovation and provides services of patent awareness training and patent skill training for the cultivation subjects.[Result/conclusion]It puts forward the information service countermeasure for the cultivation of high-value patents from the aspect of policy support awareness training skill improving and team building.
