摘　　要：从政务环境、市场环境、金融环境、人力资源环境、社会环境等五大方面建立5分制量表,采用"问卷星"调查平台对盐城营商环境进行随机问卷调查,并采用逐步回归分析法实证检验了盐城营商环境的影响因素。研究发现,制定政策过程的严谨性和全面性、政府部门对营商环境政策的宣传和解读能力、落实相关政策中出台配套措施的及时性和实用性、技术人才和高层次人才的流失程度、企业对银行贷款所需时间的满意度、对基础设施及配套建设整体满意度等6个因素对盐城营商环境具有显著的影响,并据此提出了相关政策建议,为优化盐城营商环境提供了有价值的参考。In this paper,five scales are developed from five aspects:government environment,market environment,financial environment,human resource environment and social environment.The"questionnaire star"survey platform is used to conduct a random questionnaire survey on Yancheng business environment,and stepwise regression analysis is used to empirically test the influencing factors of Yancheng business environment.This paper finds that six factors,such as the preciseness and comprehensiveness of the policy formulation process,the propaganda and interpretation ability of government departments to the business environment policy,the timeliness and practicability of implementing the supporting measures in the implementation of the relevant policies,the degree of loss of technical talents and high-level talents,the satisfaction of enterprises with the time required by bank loans,and the overall satisfaction with infrastructure and supporting construction,have a significant impact on the business environment in Yancheng.Based on this,the relevant policy suggestions are put forward,which provides a valuable reference for optimizing the business environment in Yancheng.
