生产性服务业开放、行业异质性与制造业服务化

摘　　要：生产性服务业开放带来的信息、技术、资金等服务要素流动对制造业和服务业全球价值链的深度融合至关重要。本文基于边境内限制措施OECD-STRI,构建服务开放渗透率衡量服务业开放水平。选取2000-2014年37个国家的制造行业的数据进行实证分析,探究生产性服务业开放对制造业服务化水平提升及其结构的影响,并依次分析批发零售、运输仓储、信息通讯、金融保险和专业科技等生产性服务业开放对制造业服务化的差异化影响。结果显示,生产性服务业开放对制造业服务化有显著的提升效应;区分服务来源后发现,生产性服务业开放显著增加了国外服务投入;就不同生产性服务业开放的影响效应而言,五类生产性服务业开放都显著促进了制造业服务化水平提升,批发零售开放带来的提升作用更为显著。影响机制检验表明,生产性服务业开放能够通过溢出效应和成本效应提升制造业服务化水平。本文的结论对中国服务业开放及制造业产业结构转型升级具有一定的政策启示。The opening of producer services is crucial to the deep integration of manufacturing and service industries.Based on OECD-STRI,this paper constructs service penetration to measure the level of service opening.Data from 18 manufacturing industries in major countries from 2000 to 2014 were selected for empirical analysis,to explore whether the opening of producer services improves the servitization of manufacturing.It also analyzes the impact of the opening of wholesale and retail,transportation and warehousing,information and exdmunication,finance and insurance,and professional science and technology.Results show that:the opening of producer services improved the servitization of manufacturing significantly;after differentiating the sources of services,it is found that the opening of producer services significantly increased foreign service input.The opening of different producer service shows different characteristics,and the opening of wholesale and retail played a bigger role than the others.The impact mechanism test shows that the opening of producer services can improve the servitization of manufacturing through spillover effect and cost effect.This study have important policy implications for China’s service industry opening and transformation and upgrade of the manufacturing industry.
