摘　　要：《中华人民共和国公共图书馆法》第43条对读者个人信息保护的规定较为抽象,需要进一步加以明确。读者个人信息、借阅信息、隐私信息三者之间存在明显的交叉与重叠关系,保护读者个人信息是对其借阅信息与隐私信息加以保护的前提条件,而读者个人信息被侵害是隐私信息与借阅信息遭受侵害的可能后果。公共图书馆应加强对读者个人信息的保护,以防止读者个人信息泄露对读者借阅信息和隐私信息造成侵害。公共图书馆在利用读者信息时还应严格贯彻知情同意原则、目的正当原则与合理使用原则,并尊重读者个人信息自决权、更正权、被遗忘权等积极权能以健全读者个人信息保护制度。The article 43 of the People’s Republic of China Public Library Lawhas more abstract provisions on the protection of readers’ personal information,which needs to be further clarified.There are obvious overlapping relationships among the personal information of readers,borrowed information and privacy information.Protecting the personal information of readers is the precondition to protect the borrowed information and privacy information,and the infringement of the personal information of readers is the possible consequence of the infringement of the privacy information and borrowed information.The public library should strengthen the protection of readers’ personal information,so as to prevent the leakage of readers’ personal information from infringing the readers’ borrowing information and privacy information.The public library should strictly implement the principle of informed consent,the principle of proper purpose and the principle of reasonable use when using the reader’s information,and respect the reader’s right of self-determination,correction,forgotten and other positive powers to improve the reader’s personal information protection system.
