摘　　要：目的建立一套预评审评价指标体系,为本单位科研立项评审,以及其他疾病预防控制中心科研申报评审提供必要的参考。方法通过查阅文献、专家讨论等方法,拟定指标体系草案。应用德尔菲法进行两轮调查问卷,运用界值法、专家评议法筛选并确定指标,运用层次分析法确定各指标的权重,构建评价指标体系。结果两轮专家咨询问卷均具有良好的信度和效度,两轮专家咨询的专家积极程度、专家权威程度和专家意见协调程度均较高;构建的科研申报预评审指标体系包含5个一级指标和15个二级指标;一级指标立项依据、研究内容、能力和条件、预期产出和效益、计划安排和申报资料质量的权重分别是0.260 2、0.247 1、0.202 4、0.198 4和0.091 8,二级指标数中,创新性组合的权重最高,为0.098 3,经费预算的权重最低,为0.027 8。结论建立的科研申报预评审评价指标体系具有较好的的指向性、可操作性和可比性,可以为科研自立项目评审及其他疾病预防控制中心科研申报具有指导意义。Objective To Establish a set of index system and methods on preliminary evaluation.It was aimed to provide necessary reference research report review for scientific research project in the work units and other Centers for Disease Control and Prevention.Methods The literature review and expert group discussion were used to draft index system.The Delphi method was used to conduct two rounds of questionnaire survey.The boundary value method,the expert evaluation method were used in screening for indicators.The analytic hierarchy process(AHP)was applied in determining weights of indicators.Results There were good reliability and validity in two rounds of questionnaire survey,and it can be seen that the degree of experts active,the degree of expert authority,the degree of coordination of expert opinion were high.There were 5 indexes of the first level and 15 indexes of the second level in the preliminary evaluation index system.Five indexes of the first level weights were project on the basis(0.2602),research contents(0.2471),ability and the conditions(0.2024),expected outputs and benefits(0.1984),plans and quality of declaration(0.0918).Among these 15 indexes of the second level,the combined weight of innovative portfolio was the highest,it was 0.0983,and the combined weight of budget was the lowest,it was 0.0278.Conclusion The system had good directivity,operability and comparability of evaluation.It set up a reference to future scientific research project preliminary review and other Centers for Disease Control and Prevention.
