乡村传统治理资源的整合重构与乡村善治——基于贵州两个彝族村寨的考察

摘　　要：运用人类学田野调查研究方法,对贵州两个彝族村寨的村干部、公共权威与精英、普通村民等不同类型人群进行深度访谈,观察、分析和总结两个村寨的乡村治理实践理路。研究发现,虽历经转型,但乡村本身所蕴含的内生治理资源仍具有坚韧的生命力和强大的治理功能,在协调大小传统关系、重塑乡村权威规范、助力移风易俗、凝聚乡愁力量、强化情感认同、团结乡村民众、构建和培育乡村共同体意识、传承保护乡村文化、传递道德价值、维系乡村秩序、推动乡村振兴等方面具有突出作用,表现出与时俱进自主调适的时代精神。新时代要构建完善的"三治融合"乡村治理体系,实施乡村善治和实现治理有效,不仅需要国家正式制度安排与法理资源的输入,还应借助乡村传统内生秩序力量,在国家制度的引导下,高度重视乡村传统治理资源的发掘、传承、保护、整合重构和充分盘活。By using the anthropological fieldwork method,we conducted in-depth interviews with village officials,public authorities and elites and ordinary villagers in two Yi villages in Guizhou,to observed,analyze and summarize their village governance.It is found that the endogenous resource contained in the rural areas still have strong vitality and powerful governance functions,which plays a prominent role in coordinating traditional relations,reshaping authority norms,contributing to break old customs,gathering homesickness bond,strengthening emotional identification,uniting rural people,building and cultivating rural community consciousness,inheriting and protecting rural culture,transmitting moral values,maintaining rural order,and promoting rural vitalization.It shows the spirit of keeping up with the times and adjusting itself independently.In the new era,to build a perfect rural governance system of"integration of three governance",implement good governance and realize effective governance in rural areas,we need the formal institutional arrangement of the state and the input of legal resources,and also must attach great importance to the excavation,inheritance,protection,integration,reconstruction and full revitalization of traditional rural governance resources by making use of the traditional endogenous power under the guidance of the national system.
