灾害脆弱性分析在医院应急管理中的实证研究

摘　　要：目的通过开展医院灾害脆弱性分析,指导医院应急管理方向及质量的持续改进。方法根据凯撒模型对医院面临的各种潜在危害加以识别,对4类24种风险事件结果进行评估,明确应对重点。结果根据分析结果将排名前十位的风险事件划定为2019年的防范工作重点,制定并完善各级各类应急预案,以提高医院的快速反应能力。结论灾害脆弱性分析给医院持续改进应急管理质量提供了切实可行的科学路径及管理方法,将灾害对医院的运行影响降到最低,从而更好地保障医疗安全,提高医疗质量。Objective Through the analysis of hospital disaster vulnerability,the direction and quality of hospital e-mergency management can be improved continuously.Methods According to the Kaiser model,various potential hazards faced by hospitals were identified,and the results of 4 types of 24 risk events were evaluated to clarify the key points of coun-termeasures.Results According to the analysis results,the top 10 risk events will be set as the focus of prevention in 2019,and various emergency plans will be formulated and improved to improve the rapid response capacity of the hospital.Conclu-sion Disaster vulnerability analysis provides a feasible management method and scientific path for hospitals to continuously improve emergency management quality,minimize the impact of disasters on hospital operation,and thus better guarantee medical safety and improve medical quality.
