城镇绿化安全性环境评价建议

摘  要:综述了城镇绿化普遍存在的各类安全隐患,阐明了安全隐患大量存在的潜在原因可能是安全责任主体无法涵盖绿化实际操作流程,建议通过安全性评价约束相关责任人的行为,建立健全由设计师、施工单位、业主及第三方评估机构等在内的追责体系,在责任事故划分中由上述责任主体共同承担。评价指标体系以定性指标作为否决制指标,致命级别的安全隐患作为环境评价一票否决制,定量指标作为考量制指标,定量考评非致命安全隐患的级别。另外,要建立完备的安全隐患资料库,根据实际事故设置定性和定量安全指标体系分别对致命风险和非致命风险进行评估。People are generally faced with the threat of hidden safety risks such as allergic and toxic substances,bloc-king traffic,etc.Those safety risks might due to that the safety responsibility subject can’t cover the actual opera-tion process of greening.The accountability system including designers,construction units,owners,and third-par-ty assessment agencies shall be jointly undertaken by the above-mentioned responsible entities in the division of lia-bility accidents.The safety evaluation index should be set as qualitative and quantitative index,respectively.The safety hidden danger of fatal level should be qualitativelyassessed as the veto system of environmental evaluation,and the level of non-fatal safety hidden danger should be quantitatively evaluated.It is suggested to evaluate the fatal risk and non-fatal risk respectively according to the actual accidents based on database of potential safety hazards.
