青海省海西州乡村医生收入及保障状况调查分析

摘　　要：[目的]对青海省海西州乡村医生收入及社会保障情况进行调查分析,以期对稳定乡村医生队伍提供参考。[方法]对海西州2016年度在岗的316名乡村医生基本情况及收入和社会保障情况进行问卷调查,并访谈38名关键知情人。[结果]调查地区每名乡村医生平均年总收入为29538元,其中政府工作补助占49.78%,公共卫生补助占28.8%,医疗收入占7.39%,基本药物补助占3.52%,其他工资补助占10.51%;符合参保条件的在岗村医全部参照公益性岗位标准缴纳城镇企业职工养老、医疗及失业保险。[结论]调查地区乡村医生多渠道补偿长效机制建立,但收入构成不协调;收入水平各地区不平衡,与其他行业相差甚远;社会保障机制全面建立,但执业风险尚无保障。Objective Investigation and analysis of the income and social security of rural doctors in Haixi prefecture of Qinghai so as to provide reference for stabilizing rural doctor team.Methods A questionnaire survey on the basic situation,income and social security was conducted to 316 rural doctors in Haixi prefecture in 2016,and 38 key informants were interviewed.Results The average annual income of each village doctor in the surveyed area was 29,538 yuan,of which government subsidies accounted for 49.78%,public health subsidies accounted for 28.8%,medical income accounted for 7.39%,basic drug subsidies accounted for 3.52%,and other wage subsidies accounted for 10.51%.All rural doctors on duty who conformed to insurance condition pay pension,medical and unemployment insurances for urban enterprise employees referring to the public welfare post standards.Conclusions The long-term mechanism of multi-channel compensation for rural doctors in the investigation area has established,but the income composition is not coordinated.Besides,income levels across regions are unbalanced,which are far from that of the other industries.The social security mechanism is fully established,however,the practice risk is still not effectively avoided.
