摘　　要：为分析我国19个副省级以上城市建设用地利用效率及影响因子,以期为提升我国国际化大都市城市治理能力和治理水平提出建议,本文基于城市土地和经济面板数据,采用数据包络分析法(DEA)和Malmquist指数评价城市建设用地静态和动态效率情况,并用Tobit模型定量分析影响利用效率的影响因子。研究结果表明:2017年副省级以上城市建设用地利用效率普遍较高,且东南沿海效率高于内陆城市;研究期内建设用地利用效率增长明显,技术进步是支撑利用效率提高的最主要因素;经济发展水平、产业升级程度和社会活力水平能有力提升建设用地利用效率,人口密度则对效率有负向影响。本文据此建议要合理调控城市规模,积极推动技术进步,持续释放社会活力。This study analyzes the utilization efficiency and influencing factors of construction land in 19 cities above the sub-provincial level in China to provide suggestions for improving the capacity and level of Chinese international metropolis governance.Based on urban land and economic panel data,data envelopment analysis(DEA)and the Malmquist index are used to evaluate the static and dynamic efficiency of urban construction land;a Tobit model was used to quantitatively analyze the influencing factors of utilization efficiency.The research results show that:(1)in 2017,the utilization efficiency of construction land in cities above the sub-provincial level was generally high,and the efficiency of southeastern coastal cities was higher than that of inland cities;(2)during the research period,the utilization efficiency of construction land significantly increased,and technological progress was the most important factor supporting the improvement of utilization efficiency;(3)higher levels of economic development,industrial upgrading,and social vitality effectively improve the utilization efficiency of construction land,whereas elevated population density has a negative impact on efficiency.This study suggests that we should reasonably control the size of cities,actively promote technological progress,and continuously stimulate social vitality.
